P1698 code troubleshoot ideas????

I hope someone can help me out on this. I have a 97 TJ that has a P1698 code. No CCD communications to the tranny. I looked at all the wiring and pinned out the wires verifing there are no shorts going from the OBII connector to the computer. When I am using the scanner tool I can pull codes from the computer but now I am not able to clear the code. I was able to clear it a few weeks ago but it came right back just as soon as I cleared it. I verifed the wiring going to the tranny and everything is good there as well. The jeep drives normally down the road shifting properly. So the only issue is the check engine light that comes on and wont clear out. The previous owner said the jeep has always had a check engine light since he owned it for 3 years but never had it checked out. Then last year the jeep wouldn't start and ended up replacing the computer. When the new computer was installed the check engine light was still on and the shop said it was a P1698 code. He never had them fix the issues and drove it for another 6 months. In the back of my mind I am wondering if the computer is the wrong one for the jeep. It was bought from a company in Florida that reprogrammed the computer for his jeep. Doesn anyone have any ideas what the problem is?

This is on a 1997 TJ jeep with stock I6 engine and 32rh auto tranny.

So did a little more research and found which wires go from the obii connecter to the computer via the ccd route and verified they weren't shorted out. Then checked the ground going to the ccd circuit. From what I found if these are all good then u have a bad computer. Sad thing is this is a refurbished computer.

No thanks to everyone here I found a troubleshooting guide elsewhere to test the computer and related equipment. Troubleshot the issue and now have it fixed.
