P1698, OD button does not work, starts in 3rd gear (Auto).

Long Story,

For about a week now, I have had an intermittent problem. My Wrangler starts out in 3rd gear and never shifts out of 3rd. When this happens, I have no OD disable. I started w/o any check engine light but recently I have a P1698 code. I have checked all obvious grounds and O2 sensors based on research I have done on this code. Is there a way to t-shoot the TCM w/o taking to dealer?

If I press the OD button and it lights, it will shift fine until it downshifts to increase speed or climb. It then hesitates, shifts to 3rd and thats where it stays (OD button doesn't work anymore) until I shut off and back on.

Any help would be appreciated.
