Passenger Side Heat

Is it normal to overheat the left leg of the passneger before you get any heat in the drivers side. My 04 TJ does that and I do not see a way to change the way the heat comes out under the dash.

I drove my YJ for it's last 2 years w/o heat here in NJ but since I have it I am trying to use it. Actually it's the wife who shuts it down before I get warm. It wasn't a problem until we started to commute together to save gas. But I am looking at heated seat pads and seat covers for next winter. That may keep her quiet other that hating the Jeep. But after 33 years of marriage it's too late to change me.
