Power steering problem?

Sometime when i have to turn the front wheels the steering wheel gets hard to turn and the wheels make a whining noise kinda like the sound when you turn the wheel too much.
Is this is problem?

31' all terrain tires

That and how far are the tires turned when it starts to happen?

If you are turning the wheels hard is when it starts, the tires may be hitting the control arms. Look for clean areas on the control arms.

If you've changed to 31" tires (I think an inch bigger than stock on your 97) and/or put new wheels with a different offset, then that may be the problem as well.

Both are free and easy to check and one is likely the problem.
