Problem help. TJ

Was sup fellow jeepers !
My friend has a Tj it's nice, but there is a problem. I'm trying to help him out this is what he says is wrong with it-

It won't start. It's not getting fuel or spark. It sounds like it's about to start it just doesn't turn over- Ryan
He is not so sure what's wrong.

Try to replace the crank shaft sensor.

Define does not turn over

Starter does not make engine rotate/turn over or starter turns engine briskly but engine never starts running on its own without starter

If starter turns it briskly check fuse 21 onder the plastic cover in engine compartment on the left side
If that fuse blows no spark and no injection

Noting wrong with fuses

This is what has been done to it.
It has a new fuel pump, new crank sensor, new cam sensor, new timing chain, new plugs, new coil pack(distributer) and new computer- Ryan
