problem with 3rd brake light

i'm having some trouble with the 3rd brake light (above the wheel) so i'm hoping someone can chime in with some technical knowledge.

i tested the voltage at the terminal on the body and it was right at 12v, but when i shut the trunk and checked the voltage at the light socket it only read ~9.5v. this might sound like a stupid question, but is it supposed to be 12v at the socket? i figured that even with 9.5 that the light would light up, but just dimmer than normal. i bought a few new bulbs today and they didn't work either, so it's not the bulb.

this weeknd i'm going to take it apart and see if there's a short somewhere, but i figured i'd ask just in case what i'm seeing is normal.

Pull the plastic cover from under the passenger rear corner(outside jeep) look up in there with a light and you will see where the two wires plug into the contact buttons. These wires are known to come loose or fall off contacts

The buttons(the little silver circle deals) are also known to corrode. There are 4 of them, 2 inside the tub and 2 on the tailgate. When you open your tail gate you will see them. Take a wire brush and clean them off.

Also on the tailgate where the "buttons" are you can take the cover off and the look at the connectors, they have been know to come loose there also.

X2 on Distortedtj's advice to use a wire brush on the 3rd brakelight's four contact buttons located by the tailgate hinge area. Mine got a coating of corrosion there that stopped my 3rd brakelight from working and I almost couldn't believe that was causing the problem since they appeared corrosion-free. Wire brushing them fixed the problem.

A little electrical grease will help to keep them from corroding again.

Some states require 3rd brake light so be careful in that decision.

Mine isn't there right now but as heavily modded as my TJ is, it's not too modded to have a 3rd brakelight and it's going to get one again. My TJ is my near-daily driver and with as many drunks, drug-users, inattentive phone users, etc. on the road as there is, I want to give them as much notice as possible that I am stopping.
