really need help with rust issue

Today I started to sand down and repaint the underside of my TJ. I live in upstate NY with tons of road salt and the Jeep has been up here its whole life (its a 97). Rust is [B]absolutely everywhere[B] underneath- the frame, skidplate, etc Do I have to sand down to bear metal and repaint up from there to at least slow down the rusting? You really have to see it underneath to believe it- its just everywhere, not necessarily very bad in most places, just everywhere!

What can I do/use to at least slow this stuff down from destroying the underside?

ohh and just turned 183,000 not to long ago

I am doing that now, I live in CT and I have a 97' with a little rust... Not that bad though and I just sand it down good but u don't have to sand all the way down to bare metal but good enough. Sand it and hen use POR 15 brush it on, it will take a while but don't do i all in one day, I am on the second day and tomorrow I'll be finished . After that I am getting some cheap spray on bedliner and spraying that over the por 15 for even more protection.

POR15 - it seals in the rust and makes the metal stronger, and prevents more rust from appearing. Work great. Been using it for years on all my families vehicles. Google it. They have kits on there website and stuff.

To do a good job, you really need to get all the rust off, or at least 85% of the big lumps.
After, buy a 'rust eater' -3M do a really good one - and paint it all over the bare metal and rust spots, take particular care in completely covering the rust spots. When this stuff dries it kinda looks a dark blue colour.
Then buy a Etching primer, this is used for adhesion between bare metal and the next product- btw, you can buy it at any auto bodywork materials store.
Then, try and get a product all U-pol raptor ( check it out on the net) this stuff is like liquid plastic and is ULTRA tough, amazing if you do a lot of off-roading as won't ever chip or flake off.
Spray this stuff everywhere and spray it on thick. Leave it for 24hrs and kiss the rust goodbye forever........well, at least from the underside.
