Rear brakes not sweeping entire area

I have a '05 TJ Rubicon. The rear brakes - both of them - don't seem to be sweeping the entire area of the rotor (see picture). Pads are new Hawks. Rotors are of unknown age. Brake system has been bled. Front brakes sweep normally. Rotor surface has been cleaned.

I raised rear of Jeep up, put it in D at idle and the brakes can't even stop the rear wheels from turning. Is this normal? I had a '94 XJ with drum brakes that had the exact same issue - rear brakes were so weak they couldn't even stop the rear wheels from turning at idle.

Is this normal? If not, what else should I check? Thanks.

Your pads will have a hard time grabbing onto that rusty pitted half of the rotor. Have them trued, machined, resurfaced, whatever, or replace them. Depending on how deep that rust goes it may take several rough cuts to clean them up so I'd look into replacing them. Did you replace the pads yourself? Were the caliper pistons hard as F to push back in?
