rotor help

Doing the brakes on my 98 and I can't seem to get the rotor to break free. Any ideas on how to get this bad boy off. I am a noob mechanic but I have help and yes I have taken the locking washer off the studs.

Should I reinstall that washer or just leave it off?

The rotor will often get tightly bonded with the unit bearing hub, try spraying some Break-Free, PB-Blaster, Kroil, or Liquid Wrench in between the hub and rotor, then use a bfh (big hammer) on the backside of the rotor to knock it off. Place a piece of wood on the rotor surface to keep from dinging it up if you're not replacing it.

Those little push-on washers on the studs are strictly for the assembly line, they are normally/ok to be removed later by the vehicle owner.
When you have a choice, buy American.
