Rough Idle and Hesitation

I have a 2003 TJ with a 4.0 that is running rough at idle and also hesitates a bit when I acellerate from a dead stop? Any ideas? I was thinking spark plugs or Throttle Positioning Sensor? I changed out spark plugs yesterday and it still does the same thing???
