RPM Problem

So here's my problem...If I have my foot in on the clutch and rev up sitting still, it will go to redline just fine, but when actually driving it will not reach redline almost like there is a cut-off, why is that? Like redline is at 5200, but I can only go up to 4000, any help is appreciated...

What gear are you in? You should have no problem bouncing off the rev limiter at lower gears, but if we're talking 5th gear on the highway it's not surprising. You just don't have the power.
