Rust on body and underneath

I will post a picture of the rust tomorrow, but my question is. I have bad rust on the front passenger side near the fender flare. What can I do to get rid of it and make it look almost new again? I also have rust under the body as well and want to get rid of it. What's the best way (I've heard of wire brush) and to make sure it doesn't come back? Granted I live in an apartment complex so I don't have a lot of tools laying around. Any help would be oh so appreciated

Fix it right if you want it to look good. Remove flare, repair the rust do bodywork, prime, sand then paint the fender! Anything else will look like crapola! But if crap is ok then wire brush it and brush some POR 15 on it. Be sure to wear gloves when using the POR 15 though.
