Rust on springs?

Well I bought the re springs used so there are rash marks on them.. And are showing signs of rust.. not deep at all but will it get much worse.. Or is it normal.. I dont really want to take the springs out to sand and spray it. unless I have to.

mine have surface rust where they got scratched and things, surface rust shouldnt matter, but if you take a wire brush to it and it flakes off instead of coming off in a fine dust your in trouble, its not surface rust
