seat belt buckle question

I recently picked up an '04 X.

the 'buckle' part that I am referring to is the part near the middle that has the push button release, where the seat belt connects.

The seat belt buckles on the driver and passenger, the black cover that is supposed to fit flush with the top of the push button has slid down.

On the driver side, when the cover slides down, I can just pull it up and it clicks back into place and holds for a while. (not sure why it sometimes slides down)
On the passenger side, I can't get the cover to slide at all. It is not up at the top, but about an inch or so down and won't budge.

Is there some trick to getting the cover to move or stay in place? I never had this issue in my '06. I tried searching but I can't find anything, or I am searching for the wrong words.

Sounds like something is broken inside or connected improperly inside but im no expert

mine does that from time to time on my 04 drivers side and I just pull it up.

Yup, mine does it on the drivers side occasionally and I just pull it up also. However, I can't get it to budge on the passenger side.

I was curious if anyone knew of some kind of trick to get it to line up.
