I know that the front seatbelts have a pendulum switch in them that will not allow them to be pulled out when tipped at an angle. You may just have to make sure that it thinks that it is flat before you are able to pull it out. Other than that, I got nothin'.

If you have to ask what it is or what it does, you don't need it, and you will need help to install it!

Jeeperman is dead-on, the mechanism must be held dead-vertical as it is when it's bolted to the rollbar before it will release. There's a steel ball that is in a cup at the bottom of the mechanism and when it rolls out of that cup from enertia or being tilted, the mechanism locks up.
