Shock confusion

I got new shocks. Two inch. Well, a two inch shock is only supposed to be 14 inches long in the front, and 10 inches in the back.,, the ones I got were 18 in the front and 14 inches in the back. I was wondering if you measure the shock while it is installed where it's compressed down, or if you measure it off.
