Starter or not

I have a 98 TJ, w/ 4.0, w/ 232K miles. I began having trouble with the starter, I turn the ignition switch, all indicator lights come on as normal, I hear a click, but the starter does not work. After turning the switch off-on several times, the starter worked and engine started. I repeated this over several days. I then replaced the starter and had no improvement. The battery is less than a year old. Any ideas what to look at next? I am thinking that the ignition switch may be going bad. Possible the new starter is bad?

I know this is said every time somebody posts this problem, but did you take the battery terminals off and clean them and the posts really good? It's happened to me, and about a million other folks. If you're hearing that click, I wouldn't think it was the ignition, but I could be wrong.

I did take the battery cables off, cleaned the post and cables, and then spray battery cleaner/protector onto the posts and terminal.

Well, I got going. After I confirmed that my battery, alternator and connections were good, I had them checked again at the local auto store. They also tested my starter and confirmed that it was not engaging. They replaced the original starter at no cost. After installing the new starter, engine started fine. I took the 2nd new starter to them and had tested, it failed. It appears that I had bought two bad starters, both from China, as is the one I am currently using. I guess the moral is keep buying Chinese starters, until you find one that works. Their QC, if they have any, is poor and I have seen no improvement in their products, since they began flooding the market years ago.
