steering box question

for some time now ive been battleing my road wandering problem and my steering wheel doesnt center correctly. Ive just installed the high steer kit by tera flex but have not tested it out yet cause i have gears on the way and i have the front diff gutted out. But i dont think the high steer kit will help with this. Im starting to think it a steering box problem cause ive tried everything else. I dont know if this is normal but right now my jeep is on jack stands and when the car is off and i try to turn the wheel lock to lock, it gets really stiff around the center, about half a turn either way, I think this may be why my steering wheel doesnt center completly and steering sticks on turns. Is this normal for the wheel to do this? the front is on jack stands without tires so there nothing touching the ground. Any advice would be greatly appreciated!!

They make some nice stuff.. I think the 38's are a bit much for your stock setup.
