torque spec help

My jeep is an 05 wrangler with a 4.0 and im doing the rear main seal in it today and I got the oil pan off and come to find, a peace of steal bridging the bearing caps (stabilizer maybe?) and there are nuts holding it to the caps that have cuts on the tops to help keep them tight I guess? kinda like a nylon nut?. the caps are held on back the bolt underneath (see pics). does anyone know what this is and the torgue spec on the bottom nuts??? can I reinstall them?? have never seen one like this. thanks so much Jake

They seamed to be tighter than than 35 but maybe not
