Trouble starting, then bad idling.. bad gas?

Well I tried posting this earlier, but it said it didn't post so I will try it again.

The jeeps been sitting for a long while now and I finally got time to turn some wrenches on it to get it going again.
I had the battery checked and autozone said it was bad so I purchased a new one, when I put it in the lights, radio, etc... came on but nothing happened when I turned the key. I plugged up the charger/jump starter and when I turned the key it paused for a second or two and then turned over. I'm thinking it is the starter, but I've never ran into this problem before so this is a first for me!

Secondly (this is the part that has me confused and worried) once I got it started I took it for a trip around the block and after about 100 yards or so the rpm's dropped really low and it began sputtering. I fluttered the throttle and barely kept it alive so I could limp it back to the garage but it didn't recover. I feel that it could be bad gas since it has been sitting for a really long time, could this be the issue? If not, what would be my next thing to check?
If it is the gas, is there any better way to drain it other than siphoning it with a hose?

Sounds like bad gas. Never had to drain a TJ tank so maybe someone can chime in here.

Retired my 94 YJ 4cyl 5spd @ 200K
Now in a 04 TJ 4cyl 5spd CV @120K+
Both as a commuter vehicle in NW, NJ
April 2012.downsized and now a 99er.

I've never experienced bad gas with a vehicle, but I've had bad gas in fourwheelers, dirtbikes etc... and it's behaving the exact same as that.
