I have a 06 with a 4.0L. I was checking vacuum lines condition, when I unplugged the line going to intake it was under pressure and sounded like letting air out of tire. Is this normal? Jeep was not running. This might be a dumb question but I'll ask anyway.
Yep that is normal. When you first fire the Jeep back up it may take a few before things that ran on that pressure operate. ie. heater/ac vent positions, cruise.
There is a vacuum reservoir canister under the battery that holds pressure for these systems.
I have a similar problem. I need to replace the whole vacuum line from the boot at the throttle body to the vacuum reservoir. I believe I have narrowed it down to the following p/n but I can't for the life of me find a place to buy it.

There should be a functional check valve in the line from the intake to the vacuum canister so that vacuum built up at idle in the canister is not pissed away under acceleration when TB wide open and there is very very little manifold vacuum
Sounds like your check valve is bad or missing
If check valve is working the line hooked to manifold should allow you to suck air out but not blow air in
