Pulled my fender flares off this week to repaint them and noticed these holes underneath them. Two out of the three of them have some sort of tape over them. Any idea what they are and why the PO/Factory would cover them?

These are the holes the factory uses to move the body of the jeep around while it goes through the assembly process and paint process.
