Bullet holes? The lady friend and I are really leaning toward an old aftermarket piece that was removed. The caps are prolly a lame attempt at covering the holes left when the XXX(whatever) was removed and sold for extra money when the Wrangler was sold to you or a stealership.
sold by a neighbor who said it was never offroaded or with the roof off, but I found an L bracket for a bikini top, so... his previous owner??? I cant figure out what would be there. lame covers indeed. nothing poking through the other end. I'd be happy to throw on a high lift or jerry cans

Regardless what they were for, I assume you are not using them. I also assume they are currently open. I would close them up to look better and keep water out. At the auto parts store you can get plastic push plugs. Paint the edge of the hole with some touch up paint. When dry apply some silicone or RTV around it and put the plug in. To be less noticeable, you can paint the plug body color before installing.

Looks like somebody got a new drill and just had to try it out...(yes this is the best guess I could come up with)
Hehehe... makes me think of my license plate.... I took off the mounting plate the other day and mounted it to the tub. Only thing is I had a few problems drilling the new holes for it, and now it looks like swiss cheese... Trey said I should get some bullet hole stickers from the auto parts store to put on it.....
Whatever it was that used to be there,it looks like it would make handle access extremely difficult,if not impossible!Maybe it belonged to a fat and gimpy old Grandma and that was part of her Rascal scooter hydraulic rack!
