What is this I just found danging it hooks at my front axle so idk

It looks like the diff breather tube. But it might be the top end. Did you say one end was already connected to your axle?

Yea man that's the differential breather. It goes attached to the right of the ratiator all the way on the top. (Looking at your tj from the front) pic wont upload will try again later.

If it has been dangling for awhile, check your front diff fluid for water contamination.

Well then that is the end that should be attached on the drivers side (?) of your radiator I believe. Just zip tie it back up there. And as mentioned above, definitely check your front diff fluid for any contamination. It could save you 100's of dollars.
