What's happening here

My 98 TJ seems to sway left to right (not rock) when I let off the throttle and get back on it. It sways proportionaly with the amount of throttle I give. Any Ideason how to correct it?

Don't know if it is related or not but it has a 3" body lift (I don't like it) 2" suspension lift and 2" coil spacers.

It also has some steering vibration from 40-45mph. Thanks

My rear end tends to waggle when I accelerate/decelerate, but it's because of the rear auto-locker. Do you have a locker or LSD? If you have an LSD, maybe you have worn out clutch packs.
