Whats this sound? and how to fix it?

Its been around zero degrees for the last three days, went to start the jeep yesterday and when i turn the key, it makes and electrical sound from the starter i believe. It doesnt make the clicking sound like most normal starter issues.

It sounds like an electric winch.

also my battery gauge reads less then 12vs, it looks like about 9.

Time to get the battery tested. Cold weather will zap a dying battery pretty quickly. Sounds like you have a bad cell. A totally dead battery will do nothing a semi dead battery will click when you try and turn it over. If it is almost dead it will do what you are describing. In a rare case it may be a starter issue, but my money is on the battery. I had to replace mine last week for a similar problem.
