Where does the black vacuum line go for the HVAC

Hi all,

I'm having a problem where the floor vents are always cranking out heat at, say 1/4 the speed of the rest of the system. The A/C, dash vents, et cetera still work, and it works great if I want full heat on the floor :-) I would think the heater bypass valve is bad like on a cherokee, but it doesn't seem to have one.

I've traced all the vacuum lines that come out of the back of the control cluster and tested the motors & linkage, but I can't seem to find where the black colored one goes; I just lose it where I can't get my hand or light. Anyone have an idea where it goes so I can check that motor, or even better, what might be causing the heat to "leak"?
