Windshield Down - Gasket Normal?

I've been chasing a interior leak on my 2000 that only happens when I'm rolling down I-95 at speed (in the rain). It's mostly driver's side at the extreme edges of the dash, actually drips off the OBD area on the driver's side and almost all the way to the edge on the passenger side. Thought it looked like it was coming from the edge of the windshield, so I dropped the windshield and found a gasket that barely makes it to the edge. Is that normal? I added some RTV to it, but it didn't really help (conveniently rained the next day ruining my hope that I had fixed it).

And BTW, I think it looks ridiculous with the windshield down.

My gasket looked the same when I had my windshield down today. I don't think the leak is from the windshield but I could be wrong... it could be leaking from the cowl... I've read about that occuring and it leaks behind the dash or something
