Windshield wiper motor/relay?

Just realized the wipers on my TJ ('00) work (albeit slowly) on the low setting, but not at all on the high setting....they just stop dead when I flip the control to the higher setting. I'd always heard that when the motor is going bad, they'll work on high, but not on low.

As a side note, I had some body work done a few weeks back, and they had removed and repainted the cowl area (which means they would have had to remove the wipers) and they haven't worked exactly right since. Before I take it apart, anyone have an idea where to start? motor? relay? Could it just be "stuck" on something due to the repair?

My hope is, I can just remove the wipers, pop off the cowl and find something isn't clearing properly, and it'll be fine with some minor adjustments...but reality tells me it's probably something else.

Any suggestions?
