1990 yj 4.2L wont start

OK so I am at a stand still. I just bought this vehicle and slowly replacing parts. it was running just fine when i got it (just needed a few little things). but the other day it would not start up. (no clicking no nothing) i would get readings on my volt gauge, lights/radio workes no problem.

Since then i have replaced the plugs,wires, cap and rotor. today i just replaced the ICM. and still nothing. ALso replaced the ignition lock cylinder .the fuse under the dash for Ignition is fine. Any other ideas to look at?

I would think...

Needs a new battery or bad connections at the battery... Take the battery to a local parts store and tell them you want it "load tested" they'll do it free. Then check cables, at both ends... need to be clean and tight. Scuff 'em up for a better connection.

I have done that, volt meter reads 12.41 i have taken off all leads to the battery and cleaned/scuffed them as well as the main grounding wire and strap.

i believe the green/white cable going to the starter isn't getting the juice. (if i run 12V right to it it fires up no problem. i am just trying to trace that wire and it looks like it goes to the Ignition control module but im tracing to verify.

I finally gave up and did it the easy way. just put in a push button that runs off 12v ignition.
