1993 wrangler idles fine but increases RPM when I press the break

So I've tried everything suggested on this site with sensors, cleaning the throttle body, placing sea foam in the gas tank and in the vacuum hose to clean it out, which by the way rocks! Everything has helped in some sort of way sense the last owner didn't take care of this jeep. But I cannot for the life of me figure out why my RPM's increase when I press on the break. Any suggestions?
