32RH -- Experiencing an RPM jump between shift points

I am a little lost in diagnosing this, so I could use a bit of help!

At every shift point my YJ will jump ~100-150 RPM then come back down to a "regular" RPM. It's very noticeable, but brief. It's roughly holds at the higher RPM for ~1s or so.

How do I go about diagnosing the problem? Vacuum leak? IAC problem? Band adjustments? I don't want to dive into this blindly, so any advice would be greatly appreciated.
