89 starting issue

So today I did a 4 hour drive to Mass to take possession of my 89 YJ. It made it back to my place in VT no real problems. The only real problem it has is it needs a shot of starter fluid to start. The guy I got it from said that this sensor needs to be replaced and that should fix the starting issue

After getting home and peeking under the hood a little more I saw this hose (vacuum line?) not connected to anything and am hoping that some one here could help me figure out where it goes.

now this is just a guess, as i am not very familiar with this particular model...but I would think that that is some kind of old way to advance the timing for start up? Just a shot in the dark, would like to hear some other thoughts. I would also suggest you getting a vacuum diagram for your 89, that will tell you for sure.

I know I need to get a manual, and will be getting one in the next few days. I'm not sure if it changes anything but the engine in question here is a four cylinder.

i looked a little closer, looks like the throttle cable is connected to it somehow. first thing that pops to mind is throttle position sensor

If you're talking about the line that is zip tied to your brake line I think it is the axle vent line follow it and see of it goes to the front axle.

That is the line I'm talking about, if it does to to the axle dies that mean I don't need to worry about it? Sorry for all the noob questions, my previous wrenching experience is on motorcycles and there is just a lot less going on work them.

That's ok that line is a vent line for the axle and is usually fastened to the firewall but anywhere high like it is. All it does is to vent the pressure out of the front axle from heat buildup and to keep any water from entering the axle, if you look there is one on the back axle also that usually goes up into the rear finder well.
