Where is it ? And is it ODBII ?

No its OBD1.. OBD II came around 96' in most cars.
The plug is on the firewall in the engine bay on the drivers side next to the brake booster or right by the back of the fuse box.
At least thats were I think it is..

right, drivers side firewall, or fender. you can also pull codes by turning ignition from off to on three times, ending in on position, and count check engine light flashes. there will be a series of quicker blinks, then a pause, thats the first number, then the next series will be the second number, only two digit codes. good luck

1994 yj 4 cylinder 5 speed stick, no engine light crank but wont start,no gas or spark, any idea whats wrong
