94 Serp Belt

I have a 94 Wrangler 2.5. I know the belt routing and I'm using the old belt and pulley on water pump, but can't get it back on. Yes I have all the bolts undone from P/S and still nothing. Am I missing something from when I took it off? I have just had it today with this thing and really looking for some other advice.

Are the belts the same length? If you have everything loose at the P/S pump this really can be the only other thing.

Try loosening the alternator. I had to do that in order to get mine on.

When you loosened the p/s pump bolts did you back out the long adjusting bolt on the bottom?
