Unhappy 95 Wrangler Starting Issues

So I've had my jeep for about a year, and I've never really had any problems with it until recently. About a month ago I started having serious difficulty getting the engine to start. It turned over, but no fuel was being forced into the engine initially. The fuel pump was not coming on, so I replaced it. That solved the problem for about a week. Now I'm having a similar problem. The fuel pump will occasionally kick on when I put the key in, other times it waits a few minutes, then there is this odd ticking in the steering column. Once that stops, another ticking springs up near the fuse box. After all that the fuel pump will kick on. However it's been getting progressively worse, taking longer and longer to turn on. I'm starting to think the fuel pressure regulator is bad as well because the pump has to come on every time for me to start the Jeep. Any suggestions would be much appreciated.

The fuel pump will come every time you turn the key on/run the engine. The regulator is probably not bad. If it ran OK for a while, you may have a problem with a ground somewhere or bad wire, that you inadvertently corrected when you changed the pump.
The ECU could also be going bad. There is a rebuild thread on here to replace some capacitors...

Its your ECM (ECU Same thing...), I'd put money on it.

The symptom of turning the key to on and waiting an unknown amount of time for the pump to growl and I bet your check engine light comes on at the same time

mine took upwords of twenty minutes some cold mornings back in 2009. Replaced the computer, no problems since. I went through autocomputerexchange out of FL. Its a pretty common issue on our 94-95 YJ's. You can replace the capacitors to if you want to rip into it. There are some threads on it out here.

Thanks for the replies. I have limited access to the internet right now, so I apologize for not getting back to you sooner. I've looked into it and the ECU does seem to be the issue. I'm looking at replacing it, but I might just try and go replace the capacitors. Much cheaper!
