'95 YJ Heating Problem

I have a similiar problem with my '95 YJ. The floor vent pointed towards the driver's feet blows warm air while the vent pointed towards the passenger's blows cold here. I don't know how this if possible because all the air seems to come through the top of the vent. Does anyone have any ideas ?

the one in the center on the hump is the only heat source. the one on the passenger side is a vent only.....no heat. if the control rods are disconnected or rusted badly, you may have to close it by hand.
