95 yj skidplate

I am slowly beginning to restore my 95 YJ. In this area of the frame where the skidplate bolts to the frame (as in pretty much every other area underneath) there is a considerable amount of rust. I am resigned to the fact that the bolts/nuts are shot, will snap, and will be replaced. But there is so much corrosion it is hard to figure out what was there originally - it appears that the plate had some kind of spacing arrangement between the plate and the frame. It is a big mass of rust now, but the plate appears to be a half inch below the frame. Should there be a spacer in there? What should the arrangement be on reassembly? Affter, of course, the frame is patched and new nuts welded in place.

I have a 95 yj as well and am beginning to replace the rear shackle frame with parts ordered from autorustec on fleabay. waiting on the parts to come in, they have a set of not so cheap skid plate repair replacement channel parts that can be used to repair this area. it's funny that the 95's were supposed to have the tub and chassis dipped and galvanized and seem to be corroding/rusting as fast as everything else. hope this helps..Driller
cost $100 per side for the parts.

Doesn't look like spacers to me. Too thin. I think the skid has just rusted to the frame. You may need a pry bar to separate them.
A proper YJ skid plate without spacers should look like this:

Thanks to all for the input. It certainly is a despicable wad of cancer. I have already freed up one of the bolts, it is now spinning the nut in the rusty frame. Gotta look at the bright side - the skid plate looks intact but I won't know for sure until it is pulled off. I will either go with the Auto rust rail fabrications or fabricate something myself.
