Maybe try loosening all your shackle bolts, cycle the suspension (jump up and down on your bumpers). Then tighten all the bolts to around 50 ft/lbs.
Also I did as Simon said and the shackle bolts were on TIGHT. didn't notice a big difference but it didn't hurt lol

Update

After the test I jumped on the bumpers and noticed that the side I extended was much less stiff than the other. I'm gunna do the same thing I did today on the other side. Also when I tried to reconnect my sway bar real quick I couldn't because it seemed one side was higher than the other. I had to loosen some bolts to force in the sway bar links.

Most of us don't run swaybars or trackbars I've had yj's for 10 years and they are there first things they get sent to the scrap yard

I have a quick disconnect so it normally take me five minutes to put it on and take it off. But that's a side issue that I'm not too worried about. I'm more curious as to why my shock isn't compressing all the way. Any ideas?

Shocks could be too long so they are fully compressed internally

But according to the specs it should compress to 17 inches. Which is why I'm confused as to why it only compresses to 24.
