That is a bump stop to stop your spare from crushing your tailight. It should have a little rubber bumper where that hole is, and should not be bent to hell. Is a good thing to straiten out and mount a CB antenna to.

It's a 95 with only 133000 miles on it so is it possible they've just stood the test of time? This is what the originals look like? I just wasn't sure cause there's a gap between the body and bumper

Sorry wrong thread haha, but ok that's what I was thinking but questioned it cause of te awkward shape, so it's not supposed to be this bent?

No it's not supposed to be bent like that. When I get a chance I will take a pic of mine to show you the correct shape.

Supposed to look more like this, minus the piece of 1/4" steel welded to the top of it that I mounted my CB antenna to:
