Belt Idlers...

My 95 YJ has no a/c, want to use a stock a/c compressor to give me compressed air,, question, is the 4.0ltr idler under the a/c compressor exactly the same as the one that sits next to it?

Yes, it is. You can get it at Advance Auto Parts for just under $17 (dealer is over $40 and doesn't come with with bushing like at Advance... both appear identical). Word of advice as I just replaced my pulley on my '95 4.0... get a 99" serpentine belt instead of the specified 96.8"... also watch the power steering adjuster bolt as it can puncture the low-pressure return hose if you back out the adjuster too far. Don't ask me how I know that

Also, you will need a bolt AND nut that fits the bushing without too much slack. I forget how long the bolt is, but guessing around 4".

I use the 96"belt with no issues at all.
I got the Goodyear gator something belt. Go to there site and type up ur car and it'll give you the one with ac and one without. Never heard of the 99" one
