What do you mean exhactly? Like you have the jeep on jack stands lifted up to see if the 4wd works and they spin and then suddenly stop like someone was slamming the brakes?

Is it only the front axle doing it? Is it one side only or both?
Check vacum leaks for the 4wd. Is there any noise from the differentials?
Maybe axles locking like with the diff gears wearing or bearings worn.

Check the linkage, make sure nothing it binding, boot not keeping the shifter from moving all the way.

another way you can see if you have 4wd drive is when it pops out does the drive shaft keep spinning? If so the check the front differential most likely bad. But if the front passenger side doesn't spin and the drivers side does then it's that axle lock that is vacumed controlled and it could be a vacum leak or a bad lock.

You can check for vacum leaks but just CAREFULLY AND I MEAN CAREFULLY cause they will crack if not by just useing your finger and pull the lines out. Does it suck up your finger. That's my way. I don't have a gauge but you can get a vacum gauge. I don't know what the reading should be. Me it's if it's a strong suction then it's good.

spray a little carb cleaner around the vac actuator and the vac lines(with engine running and wheels chocked trans in nutral or park and in 4 wheel high) if you hear a change in the engine running then you found a vac leak you may also want to pull the actuator off the axle and inspect it inside for rust and dirt they have been known to leak and if it is rusted just clean it up lube it up put on a new gasket and there you go ready for the next adventure.
