Can not get MIL/check engine light to work

Just bought a used YJ. Its in great shape and runs great. But, I can not get the check engine light to work. Wouldn't really be a big deal but I need it to pass smog here in California. I have replaced the bulb and that has not worked. Any other recommendations?

Also, the 12 volt socket is not working either. Is there any easy repair for that?

The lighter outlet next to the ashtray. Am I suppose to get power from that?

it is the same source as the radio. if it was wired different it may only come on with the key in acc position. does the radio work?

I got a gps as a gift and was trying to use the charger on it and it would not work. The radio works though. Do you have any advice on that check engine light? Could it be the engine computer?

the computer gets signals from various sensors. to get the MIL to come on 12 volts must come out of cavity 32(pin 32) and into pin 9 of the inst cluster.

Is the fuse for the mil indicator in the fuse box or is in line?

Couldn't find it in HAYNES, but the steering column switch is inline and everything after that is fused. I would go with fuse.

Are any other lights not working or testing? Check fuse 9 on the fuse block.it powers mil,up shift and abs lights.
