Exclamation cant pass emissions test

so i bought this 1995 jeep wrangler from someone in a county that didnt require an emissions test ,but unfortunately my county does ive tryed two times already and it still didnt pass i already put seafoam in it and it still didnt pass any other suggestions???

when you have to take emissions test the biggest problem is the cat being old and it will get you failed on a test. I would start with changing the oil and get your jeep tested without using a air filter. The leaner and cleaner the engine runs the better chances of passing. Maybe replace the pcv valve if you have one. If that doesn't work then try ignition tune up. Then if that doesn't help then change the cat.

Yes, a good tune up of everything from oil to ignition to maybe a new O2 sensor would be a good thing to do with any car you just bought, that way you know for sure when it was done last. Also ,you would know if a cat is bad, it will have a metal discoloration from it being too hot, you'd hear the broken ceramic rattling around, or you'd have god awful gas mileage and your car would stall at idle from it being clogged. If in doubt take it out and give it a good visual inspection.

Scan and post the entire emissions report please, also Where are you located (What state, and county)?

There are too many ways you can fail, so to make any suggestions without seeing the full report is irresponsible, and can easily lead you down the wrong path.

Try smogtips.com it will explain everything and possible causes. 2Xs know this stuff too post the report.
