Carb question and EGR question

Hey guys, Got a carburator question. While enjoying my day today messing with my jeep. I looked down in the carb with it running. I have a carter 2bbl and thought I was supposed to see 2 needles moving back and forth from the stepper. There were no needles just a small rod looking thingy moving back and forth. Did I miss something?

Also I have no vaccum going to my EGR valve. Engine is running fine, if I use a screwdriver and push on the diaphram of the EGR it starts to miss and will die. I assume this means the EGR is stuck open????/ Is this bad? Can it be taken off? No emmission tests in Ms.
