Clutch Starter Limiter

Question for you all:

I have a 91 as a project toy and am getting ready for the VA State Inspection. Does the 91 have a limiting switch tied in to the clutch that prevents engine turnover without the clutch depressed? My rig runs great but will move if you turn the key over and leave the clutch alone.

all yj's i've seen will start in gear and take a drive without you if they want.

Yep found that out too I love it my old pathfinder did that too its nice in 10 degree weather to walk out turn the key and walk away without in gear anyways....
