ALL 1996 vehicles are required to be OBD2.
SOME heavy duty vehicles are exempt.
Motorhomes where the chassis was built in 95, but the body finished are registered as 96, but are required to meet 95 standards.
there was no split, some manufacturers dropped the ball,which is wny some vehicles were still OBD1 in 1996 (ford trucks did this on some models up until 2001!). have exemptions, at the factory level.
Read the under-hood emissions decal, that is the GOD sticker.... if its built after 96, but is OBD1, it is required to say it on that sticker, this is a Federal requirement, not a Cali one.
