electric/starter ploblems 87 yj

jeep is a 87 yj with the 4.2
when I put my key in the start position my starter solenoid does its usual thing and puts power to the starter side of the solenoid. but power stays to the starter while the key is in the "on" position.
if I go back to off then the solenoid stops giving power to the starter side.
if I go to "on" without going to start then I don't have power at the starter side.
it seams like something is sticking on when I go to start. there isn't a starter relay or something on an 87 is there?
I have changed the starter solenoid, ignition switch, ignition module. anything else I could change?

Sounds like a sticking ignition/start relay to me, according to this photo I would guess it may be mounted on the firewall?? Standard Ignition Starter Relay SR 123 | eBay
