Angry electrical issues???

i have a '94 jeep wrangler yj. My jeep will not start or even turn over. i have replaced the battery, starter, and relays, and it still will not start. Getting very frustrated. if i hook a jumper cable up to the postitive from the battery to the starter it will start but if i hook to the negative it is the same sad story. Has anyone else had this kind of issues. i think it is my relay box but not sure and not sure how to fix it if that is the problem. Any help?

if it starts with a jumper from battery positive to starter positive you have a bad positive cable or connections. im not following where you attached the negative.
