Fan Clutch Problem

Yesterday my radiator drain plug blew out and spewed fluid everywhere. I got it fixed and home today. I checked the radiator after it cooled down and added antifreeze. I cranked up and noticed the fan wasn't turning. I let the motor heat up and added more antifreeze but the fan never started turning. I removed the fan, replaced the bolts and cranked back up. The shaft is turning. I can hold the fan in my hand and turn the shaft. Is it gone? Do I need a new fan clutch? How do I test it?

If you can hold the fan then yes, your fan clutch is bad, you should have tension on fan if you spin with engine off.
